Can anybody help Secretary Tomalis? He seems unable to believe that even in the hands of "satisfactory" teachers some children still have trouble in school.
Secret. Some of the best heart doctors in the country practice medicine in Pittsburgh and some of their patients actually get worse after seeing these doctors. Maybe we should design a new rating system for Cardiologists. How is it possible that these Doctors are considered "satisfactory" when some of their patients don't get better?
